Caption: Start Powell Inquiry--Chairman Wayne L. Hays, D-Ohio, talks to newsmen during a recess of a special House administration subcommittee today in Washington. The subcommittee began investigating allegations that Mrs Adam Clayton Powell received pay as an employee of her congressman-husband without performing any official duties. This was one of the complaints of irregularities involving Rep. Powell, D-NY, which the group is studying behind closed doors.
