CAPTION: THIS IS WHERE MICHIGAN'S proposed Constitution was hammered together in 273 days of debate and compromise. The delegates met at Convention Hall in the Civic-Center in Lansing. There were 99 Republicans and 45 Democrats at the start, elected on Sept. 23, 1961. During the sessions three Republicans resigned and were replaced by Democrats appointed by Gov. Swainson. The proposed text was approved 98 to 48..
