CAPTION: A normal-height storm fence was all that kept the public from the large valves controlling the valves from the Michigan Consolidated Gas Co. pumping station near Alpena. Early morning, someone hopped the fence, closed the valves, and disrupted service to 2,000 Alpena subscribers during zero-degree weather..
