CAPTION: WASHINGTON, Mar. 19--URGES EMPLOYMENT FOR 25 MILLION--Dr. Francis E. Townsend, originator of the old-age pension plan which bears his name and who walked out of a House hearing in 1936, appeared before the Senate unemployment hearing today and urged that the government provide employment for 25 million persons. He is shown here, left, with Otis J. Bouma, legislative representative for the Townsend Old Age Pension Plan at the committee hearing today..
