Caption: Secretary of State Dean Rusk Chats today with Chairman THOMAS MORGAN, D-Pa., of the House Foreign Afairs Committee, before a closed door briefing on international problems. Rusk later told newsmen that the U.S. convey went through to Barlin "in exact accordance with precedures that have been in efoct for a long time. He referred to the Russian blocking of the convey for more than 40 hours. Rusk said he also discussed the Viet Nam situaties with the committee.
