Caption: FRANK GRIEVE, 40, has been a reporter in Washington for the Free Press and other Knight-Ridder newspapers since 1977. Specializing in long-range projects, he has covered such areas as terrorism, spying, and television and politics. His behind-the-scenes look at the genesis of President Reagan's "Star Wars" proposal earned him several national honors this year, including the George Polk award.
