Caption: W. AVERELL HARRIMAN, former U.S. Ambassador to Russia and an ex-governor of New York, poses today with Chairman Henry Jackson(D-Wash), left, Prior to testifying before the Senate Government Operations Subcommittee. Earriman told the senators that Soviet Premier Nikita Khrushchev's "wings may have been clipped a bit" bicause of failures at the Paris Summit Conference. He also said the Senate group "would be doing a great service" if it could find some way to reestablish the invitation for President Eisenhower to visit Russia.
