Caption: JOHN W. O'BRIEN, general vice president of the Sheet Metal Workers Union appears today before the House Commerce Committee to ask Congress to reject President Nixon's proposed forced settlement of the railroad labor dispute. The union is the only one rejecting the latest offer. O'Brien said such a forced settlement would make "involuntary servants" of 8,000 sheet metal workers in the industry.
