Caption: HEADS NEW COMMITTEE -- Under Secretary of State George W. Ball was named today by President Johnson to head a nine-member governmental committee to review the foreign aid program. Johnson said he wanted the group "to approach the problem of foreign aid with fresh minds not bound by precedent or by existing procedures or arrangements.".
