Caption: (CD1)CLEVELAND, Oct. 5--EATON STEPS DOWN--Cyrus S. Eaton, 89, stepped down today as chairman of Chessie System, Inc., and its subsidiary, Chesapeake & Ohio Railway Co. Eaton, who has been chairman and C&O since 1954, remains a director of both firms. Hays T. Watkins, 47 succeeds him as chairman.
