Quinn (left), Jersey City, N.J., soap manufacturer and exporter, today appears before a Senate committee investigating shipping licenses that have been branded as forgeries. His attorney, Albert A. Saan, sits beside Quinn, who on Wednesday refused to talk on grounds that he might incriminate himself. An earlier witness testified that he paid Quinn for export licenses which a committee investigator said were forged.
