Caption: Deputy Secretary of Defense Donald A. Quarles calls on Senator Charles E. Potter, Michigan Republican, to report on operation of the new "set-aside" contracting program initiated at the request of Potter and nine other Senators representing labor surplus areas. The set-aside plan was devised to channel needed contracts and jobs into labor surplus areas. Quarles predicted that Michigan's competitive position for a good portion of the $13 billion in defense contracts to be let by the end of June is "excellent.".
