Caption: Fingerprinting and photographing of all City employees for defense purposes was initiated Monday, with workers from the Water Commission being first to go through the routine. Posting-machine operator Millie Harper had her prints taken by Frank McInerney, a fellow employee. Some 1,350 other Water Board workers will go through the same prodeedure.
