Caption: As inclined as the present council is to infighting, we would imagine there would be keen competition to pursue expert status in the more sensitive and such highly visible areas of city government as crime and transportation. In theory, at least, the very act of running for a council seat presupposes that the candidates know or care to know about any and all aspects of city government. We would hate to have council waste time haggling over positions. Best to draw straws and get on with it. The Eberhard-Collins proposal is worthy of being considered, refined and implemented by the council.
