Caption: (CE1) CINCINNATI, MAY 9 -- FISHING WOULD BE MORE APPROPO -- River Downs owner Leon Slavin took to the oars to float down his racing strip to the finish line as more than four feet of water from the flooding Ohio River covered the track. In boat in background (hatless and looking toward camera) is the Downs' new racing secretary Jimmy Ross, who arrived today from Florida. The track is scheduled to open a 44-day meeting May 30.
