Caption: WASHINGTON, MAY 21--NEW APPOINTEE-- Cyrus Roberts Vance who has been named by President Kennedy as the new Secretary of the Army, poses today at his Pentagon desk. The 45-year-old Vance, a former Naval officer and a Yale-educated Wall Street attorrney, is now general counsel of the Department of Defense. He is slated to succeed Elvis Stahr who is resigning to take over as president of Indiana University.
