Caption: CALLED PENALTY AGAINST SYRACUSE--Gus Skibbie, mayor of Bowling Green, Ohio, was the head linesman officiating at Saturday's Notre Dame--Syracuse football game at South Bend, Ind. Skibbie called a penalty against Syracuse for roughing the ball holder, Notre Dame's George Sefcik, in a place kick attempt that failed on final play of game. A subsequent place kick after Syracuse was penalized was successful and provided a winning margin for Notre Dame over Syracuse, 17-15. Controversial play sent high officials of both the Big Ten and Eastern College Athletic Conference into separate huddles hoping to come up with a ruling.
