Caption: Attorney General Paul L Adams recommended two charges in Mental Health Department procedures to prevent dangerous patients from being freed in the open community.The two recommendations were the net result of a three-month investigation by Adams into the freeing of Gray Addison Taylor, the "Roayal Oak Sniper" from Lafayette Clinic in Detroit.
