Caption: NEW DEPUTY SECRETARY OF DEFENSE--William P. Clements Jr., Dallas, Tex., chairman of an oil well drilling company was appointed deputy secretary of defense by President Nixon Tuesday. The 55 year old Texan said, "The Defense Department has been everybody's kicking boy," and added that the department must undergo a "radical image change to give it a broader base of support from the public." His appointment was announced Tuesday in Washington.
