Caption: PRESIDENTIAL MISSION--Gen. Maxwell Taylor mounts the plane ramp just before his takeoff today from nearby Andrews Air Force Base on a presidential mission to South Viet Nam. Taylor, special military adviser to President Kennedy, was sent "to assess the true facts" about mounting communist attacks in South Viet Nam and to determine if American troops are needed in the area. At rear is Walt Rostow, deputy special assistant to the President, who accompanied Taylor on the trip.
