Caption: (WX8) WASHINGTON, Jan. 24--ADVOCATES BUILD UP OF VICE PRESIDENCY--Clark Clifford, a top White House aide in the Truman administration, today advocated building up the vice presidency to the No. 2 post in the executive branch of the government. Clifford, in testimony before a senate government operations subcommittee, proposed a constitutional amendment to make the vice president the chief operations officer under the president.
