James Holley on Friday refused to apologize for statements about the candidacy of white City Council member Maryann Mahaffey, but said he regrets offending some people. Holley said he believes no apology is warranted, despite wide criticism of his statements that Mahaffey's possible election as council president in November would threaten the city's black political power base.
