Caption: Dr. James Bannon, the second-in-command of the Detroit Police Department, is probably the only man to ever resign twice from the department and still be around to talk about it. Bannon---the "Dr." comes from his 1975 PhD in sociology from Wayne State University ---quit the police force 29 years ago after a Zealous sergeant, and Detroit's No.2 Cop.
