Caption: An Inspector for the Federal Aviation Agency recommended today in Washington that FAA Administrator Najeeb E. Halaby be cited for careless operation of a plane. Halaby was at controls of the FAA's new Gruman Gulfstream transport plane and was taxing the plane toward a takeoff slot at Washington's National Airport Nov. 9 when the plane brushed a wingtip of a parked plane which was awaiting takeoff.
