Caption: WASHINGTON, April 17--CALLS SAFEGUARD ESCALATION--Former United Nations ambassador Arthur Goldberg announces at a press conference here today the formation of a citizens committee to make a national effort to suspend the Safeguard antimissile system. Goldberg called the safeguard a violation of the spirit, though not the letter, of the new nuclear nonproliferation treaty. The committee branded the safeguard system an escalation of the nuclear arms race.
