Caption: WPA28, Paul Sporn, By DENNIS ROSENBLUM, Free Press Staff Writer, It was 1935, the start of the New Deal, and Roosevelt's Works Progress Admnistration was setting up shop. Millions of people were out of work, and the government was hiring them to do anything it could find. It hired people to build roads and bridges, to plant trees and dig ditches, to write and create art. "People are beggining to look at the '30's again," says Paul Sporn, above. Left, carved eagle in front of Highland Park post office was a WPA project.
