Caption: Fifth term congressman, Robert T. Stafford is a Vermont Republican who was sworn in Friday to be a member of the U.S. Senate. President Nixon sent a presidential jet to fetch him back to the capital in time for the draft bill vote. But, even if he hadn't the former governor would have had no problem. He's a licensed pilot who zips back and forth from his native Rutland, Vt., in a four-engine Cessna. Sen. George Aiken, R-Vt., is behind him. Sen. Stafford said he could not support the revisions to the Clean Air Act.
