Caption: THE OLD First Federal Savings and Loan Association Building stands demurely in the background as the first stell foundation column of the new 23-story First Federal Building is put into place cermoniously. Within three weeks, the R.C. Mahon Co. contractors said fabrication of the twin towers will be in full swing on site of the old Majestic Building, Woodward and Michigan.
