Caption: Alex Rose, (left) executive secretary of the American Labor party which received considerable credit for the re-election of Mayor F.H. LaGuardia, is planning greater conquests and foresees that in 1940, labor will hold the balance of power. Here he confers with George Field (assistant campaign director) before a portrait of the Mayor.
