In the first place it is quite obvious that our obligation in the field of civic education has not been fully assumed. we come now to realize more and more the full necessity of training for an understanding of and a participation in American citizenship. In fact, it would seem that the first duty of the entire public school system of America relates to finding a better program for training our people in effective citizenship.
