Caption: Gerard C. Smith, shown in his Washington office at the Arms Control and Disarmament Agency, of which he is director, doesn't need a federal paycheck to make ends meet. He's been a successful lawyer, magazine publisher and author in addition to holding many government jobs. His latest is to represent the U.S. at the Helsinki arms talks with the Soviet Union. U.S. Envoy Optimistic on ABM Accord. Gerard Smith: "I should think the prospect was not bad.".
