Taylor, chief presidential military adviser and next chairman of the joint chiefs of staff, joints administration forces in urging the Senate Appropriations committee to restore House cuts in the foreign aid funds allotted.He was one of principal witness at survey in south Vietnam, reported great improvement in the past 10 months, but warned of funds cut at this time.
