Caption: (LJ1) LANSING, Mich., Dec. 17--FERENCY REFUSED TO VOTE-Former Democratic State Chairman Zolton Ferency, right, one of the 21 Michigan members of the president-picking electoral college, refused to vote for his party's presidential nominee as the college convened in Lansing Monday. Ferency, who stumped the country on behalf of Minnesota Sen. Eugene McCarthy this year, stepped aside to permit choice of a replacement, and all 21 votes were cast for Vice President Hubert Humphrey. Here, Ferency is shown talking with Otis Smith, Michigan's electoral college chairman.
