Caption: Washington, Feb. 8, 1973--Says administration can't stop Strike--John Ehrlichman, President Nixon's top domestic adviser, briefs newsmen at the White House Thursday on the Penn Central Railroad strike. Ehrlichman said "the administration had done everything it is permitted to do under the law" to stave off the rail strike.
