Caption: (FOR USE IN AMS OF MON., JUNE 29, WITH STORY BY AUSTIN SCOTT)(NY8 – June 28) HARYOU'S ACTING CHAIRMAN – Dr. Kenneth B. Clark, 44-year-old Negro psychologist who grew up in Harlem, is acting chairman of HARYOU-ACT, the group which will administer the $118 million project to combat juvenile delinquency in New York City's teeming Negro district. Much of Clark's thinking is reflected in 620-page report completed by a 25-man staff, setting up programs on which some of the federal grant will be spent.
