A tall,broad-shouldered man with white hair lumbered out of the big blue van and strolled toward the cluster of police cars containing three juvenile burglary suspects. "Yep, that's one," he said, peering into the first squad car. "He's another one of them," he said at the second car. Police said all three of the youngsters are members of the BAQ gang. Howard Norwood, 78, the man who identified the suspects, said he chased off three teenagers who tried to break into his house Sunday in the Powderly section where he has lived since 1939.
