Washington, April 19--Powell Asks Subpoena Before Testifying--Clyde Powell, left, former assistant FHA Commissioner, seated with attorney Daniel B. Maher of Washington, is a spectator today at the Senate Banking Committee probe of the government's housing program. Chairman Capeheart (R-Ind.) said Powell notified him that he would "prefer not to appear without a subpoena." The committee promptly issued a subpoena to compel Powell to testify. The inquiry is into reports of multi-million dollar swindles in the government housing program.
