Beck, James M. Washington, D.C. James M. Beck, (former representative from Pennsylvania); the attorney representing the Tennessee Valley Authority's case before the Supreme Court, is leaving the court chambers, February 3rd, when the August body surprised an expectant audience by not returning a decision on the momentous question. The delay caused a hum of speculation in the chamber. Pro or con the decision will be one of the most important and far reaching in modern history. The TVA - according to Congress - was established to control the muscle shoals and Tennessee Valley projects, improving navigation and incidentally providing power to be used as a "yardstick" in determining power costs. Opponents claim that Uncle Sam is going into the utilities business.
