New York - Garbage (Garbage After Wildcat Strike). New York. This is a view looking south on Columbus Avenue at 83rd Street in Manhattan Tuesday showing garbage piled up uncollected because of a wildcat strike by New York City sanitation. They were protesting the firing of 19,000 city employees ordered by Mayor Abraham D. Beame to meet the new budget.
