A statue at the Arkansas State Capitol covered in snow. Snow covers a statue of victory on the Arkansas State Capitol grounds here, while the building's dome is barely visible through the still-falling whiteness. Seven inches of snow was measured on the ground, the most in the state, though snow fell over almost all of Arkansas. Highways were blocked, utilities disrupted and schools closed because of the snow. Little Rock, Arkansas.
