Captain Rita D. Fraley, WAC Adviser for State of Louisiana, smiles happily after receiving the WAC-Week Proclamation at the State Capitol Building in Baton Rouge. Governor Long signed the Proclamation for WAC-Week 1-6 October 1951 in cooperation with the Department of the Army's Recruiting Program for WACS.
