Members of the North Atlantic Treaty Organization (NATO) Council are shown in their places today as Joseph Luns, standing right center behind table, Dutch Foreign Minister, makes opening address in The Hague, the Netherlands. Flanking Luns are Dean Rusk, left, U.S. Secretary of State and President of the council, and NATO Secretary General Dirk Stikker. Rusk warned the body that Cuba is an explosive problem presenting the danger of another world-shaking crisis.
