A union whose strike has shut down the city's subways and buses reduced its contract demands "by 80 percent" Sunday night, but the chairman of the city Transit Authority called the offer unacceptable. Transit Authority Chairman Joseph O'Grady accused the Transport Workers Union of "stalling tactics." Union President Michael J. Quill briefly left a negotiating session to tell newsmen his demands had been reduced and that mediators were working with the new demands.
