Paul O'Dwyer, left, lawyer for the striking union, and New York State Governor Nelson A. Rockefeller, left in right photo, talk to the press at the Governor's Manhattan office after negotiations in the city's nine-day garbage strike were recessed. Huge piles of garbage mounted higher in the street. Cold weather kept down the rotting smell.
