Senate Democratic Leader Mike Mansfield of Montana, presented this study while being questioned by newsmen today at the White House after a breakfast meeting of Democratic Congressional leaders with President Johnson. Asked whether Senate leaders had the necessary votes to invoke cloture to shut off the Southern filibuster against the civil rights bill, Mansfield replied: "When the votes are counted I'll let you know."
