Secretary of Commerce Luther Hodges poses with Chairman Brent Spence, D-KY, of the House Banking Sub-committee, before testifying on the administration plans to aid unemployed in the depressed areas. Hodges, a former governor of North Carolina, told the congressmen that more than 100 urban and uncounted rural areas are sufficiently depressed to need help from President Kennedy's program for aid to the unemployed.
