New Jersey Governor Richard J. Hughes pauses during a news conference today in Chicago. Hughes, who is head of the Special Equal Rights Committee, said he'll advise the Democratic National Convention that Mississippi hasn't complied with "the spirit or the requirements" of its 1964 anti-discrimination ruling.
