Concluding talks with Japanese Prime Minister Eisaku Sato, right, is U.N. Ambassador Arthur J. Goldberg, who today wound up a three-day visit to Japan with a pledge that the United States will continue to defend South Vietnam while pursuing peace efforts. Goldberg told Sato "there could be no unilateral peace" in Vietnam
