Robert W. Fri, acting administrator of the Environmental Protection Agency, points out 11 metropolitan areas where he will ask Congress to control traffic. The controls could force all automobiles off the streets of Los Angeles by 1977 and cut driving in Northern New Jersey more than 60 percent.
