The nation's newest senator, David H. Gambrell, is sworn in today to fill the unexpired term of the late Senator Richard B. Russell of Georgia. Gambrell, a 4-year-old Atlanta attorney and chairman of the Georgia Democratic party, was appointed to the post yesterday by Governor Jimmy Carter. The two men later flew to Washington, where the new senator was to receive the oath of office shortly after the Senate convened.
